复赛启动仪式:2017年5月14日8点30到8点50分,广东大厦珠江厅,组委会领导致辞

 

各大赛区复赛当天基本流程:

一.签到:8点开始签到

A.流程:参赛选手到赛场后,到签到处签到,并领取参赛名牌。

B.备注:请各位参赛选手及学校代表队按照自己的参赛时间到达会场,建议提前1小时到场准备。请勿迟到,亦勿过早到现场,以免影响其他选手。

二.比赛流程:9点正式开始比赛

A.抽签:个人演讲题目个人抽签,团体(十人为一组)辩论题目委派一名代表进行抽签;

B.第一阶段:按照参赛时间准时进入赛场进行个人演讲比赛,每人演讲时间为2分钟;

C.第二阶段:个人演讲比赛结束后20分钟进行团队组合辩论,团体辩论分为正反方,每方各5人,辩论时间各方有10分钟。

D.本次辩论采取改进后的“新式俄勒冈制”的国际辩论流程:

1.正方一辩申论

2.反方一辩申论

3.正方二辩质询反方一辩

4.反方二辩质询正方二辩

5.正方三辩质询反方二辩

6.反方三辩质询正方三辩

E. 辩论过程中,以不打扰双方发言选手为前提,可通过传纸条形式与队友交流,注意会场秩序及保持安静。

By focusing on these two topics, we hope we could derive your attention to these topics and see the full extension of them, so that you would have a better understanding of the world and develop holistic perspectives towards them.

Note: You should prepare for both topics as well as both sides of each topic, since you will be randomly assigned to any topic for your speech. The same goes for your debate preparation. Bear in mind while doing the research that you have to gain as much information of the topics as possible, and as diverse aspects of the topics as possible.

The tobacco epidemic is one of the biggest public health threats the world has ever faced, killing around 6 million people a year. More than 5 million of those deaths are the results of direct tobacco use while more than 600 000 are the result of non-smokers being exposed to second-hand smoke.

 

烟草泛滥是全球公共健康所面临的最大危害之一,每年直接死于吸烟的人数达到500万之多,更有60万人死于长期暴露于二手烟充斥的环境之中。

 

Tobacco epidemic becomes one of the most important issues of WHO. In February 2005, the WHO Framework Convention on Tobacco Control entered into force. Since then, it has become one of the most widely embraced treaties in the history of the United Nations with 180 Parties covering 90% of the world's population.

 

烟草泛滥已经成为国际卫生组织最重要的议题之一。2005年2月,《世界卫生组织烟草控制框架公约》正式生效,与此同时,该公约一经生效便成为了联合国180个成员中最受欢迎的条约,覆盖了全世界百分之九十的人口。

 

However, other argument claims that eliminating tobacco activities has negative impact on the economy. For example, it reduces potential employment compared to what it would be if the resource now devoted to tobacco industry were devoted to other economic activities. Considering the revenue and Wealth that the Tobacco Industry Creates and the economic consequence of creating tobacco-free environment, it is costly to ban tobacco industry entirely.

The new political issue in the world is about open and closed. U.S just elected their new president, Donald Trump, who is a typical representation of isolationism. In Western Europe, Britain’s decision to leave the European Union has been the anti-globalists’ biggest prize: the vote in June 2016 to abandon the European Union. In central Europe, the politicians who argue that the world is a nasty, threatening place, and that wise nations should build walls to keep it out get become more and more popular. Such arguments even help Hungary and Poland elect an ultranationalist government. It is reasonable topredict the victories of populist mould in France, Italy, the Netherlands and other European nations in elections this year.

 

世界新的政治议题聚焦于到底应该是开放还是应该封闭这一话题。美国民众选出了他们的新总统唐纳德.特朗普,一个孤立主义的典型代表。在西欧,英国离开欧盟的决定已经成为了对全球化反对者最大的奖励:他们在2016年的一月份的公投决定抛弃欧盟。在中欧,许多政治家们宣传这个世界充满了邪恶与威胁,明智的国家应该高筑城墙以与外界隔离,而他们因为这些言论而变得越来越受欢迎。此等言论已经驱使匈牙利和波兰选出了极端民族主义政府。因此,预测在今年的大选中,民粹主义的模式在法国、意大利、荷兰和其他国家中的获胜并非是空穴来风,而是有理有据的。

 

On one side, advocators of globalism claim that isolationism would create a poorer and more dangerous world. For example, Britain seems to be heading for a recession because of Brexit. The European Union is tottering: if France were to elect the nationalist Marine Le Pen as president next year and then follow Britain out of the door, the EU could collapse, leading to great damage to global economy. If all these had happened, it would lead to serious negative consequence such as following: how do we maintain the economic growth? How do we deal with the refugee problem?

 

一方面,全球主义的倡导者认为孤立主义将会创造一个更加贫困和危险的世界。例如,英国似乎正在因为退欧而迈向衰退。而欧盟似乎也正在风雨飘摇中步路蹒跚:如果明年法国选举了民族主义者玛丽.勒庞为总统而英国正式迈出欧盟的大门的话,欧盟这座大厦必将轰然倒塌,给世界经济带来重创。如果以上所有预测都成为现实的话,其所带来的严重的消极影响将会是:我们如何保持世界经济的增长?我们如何处理难民问题?
